1. What is the University Policies and Procedures
Library?
The University Policies and Procedures Library consists of
a one-step, easily accessible and searchable web page that
contains all of the official University policies and procedures.
The Library was created in order to facilitate every employee’s
understanding of the University’s expectations, structure
and values. The University Compliance Officer is the University
official responsible for the maintenance of the Policies and
Procedures Library.
2. How can I find the University
policy/procedure that I need?
The University Policies and Procedures Library is structured so that you can browse by subject categories, table of contents, university areas or titles. You may also search the full text of a policy or procedure using key words. Once all policies have been issued an University policy number, you will be able to search using those, too. There are 25 specific policy and procedure classifications, consisting of:
3. What if I still don’t find
the policy/procedure that I am looking for?
If you are not getting the results that you were hoping for, it may be that what you are looking for is actually a University rule or regulation, and not a policy or procedure.
4. What is a University regulation?
University regulations were formerly known as “University
rules.” Under the authority of the State of Florida
Board of Governors, the State Universities that comprise the
State University System, through their Board of Trustees,
now have in place a specific procedure to promulgate regulations.
This regulation development procedure falls outside of the
Florida Administrative Procedure Act and has been in effect
since July of 2005. Rather than rules State Universities now
issue regulations.
University regulations must go through a specific approval
process whereby advance notice of the proposed regulation
is published, and any and all individuals who wish to comment
on the proposed regulations are afforded the opportunity to
do so. Changes in the University regulations may be made by
the Florida International University Board of Trustees upon
recommendation of the University President. In some instance,
University regulations must be presented to the Florida Board
of Governors for approval.
University regulations (formerly known as University rules)
take precedence over University policies and procedures.
5. What is a University policy?
A University policy deals with the University as a whole,
establishing principles as a basis and guide for later action,
and articulating the University’s official statements
on issues it deems important to the governance of the University.
6. What is a University procedure?
A University procedure is strictly operational. It describes
the steps to be taken to
comply with a policy requirement.
7. I found the relevant policy/procedure that I was
looking for, but I don’t understand what it means. Who
should I call for help?
Each University policy and procedure lists a University department,
division or unit who has operational oversight for its maintenance
and enforcement. You may find this information under the “Contacts”
section of the Policy or Procedure. You should begin by calling
this contact that, in most instances, will be able to resolve
any issues.
8. What do I do if I still have questions?
If you have a question or concern regarding a University policy
or procedure and the Contact department, division or unit
was unable to assist you, or if you need to raise questions
or concerns regarding whether or not a particular situation
appears to be in disregard of a University policy or procedure,
we encourage you to contact us via e-mail, via telephone at

interoffice mail in PC 520. Requests made directly to the
University Compliance Office regarding compliance issues are
assigned and prioritized depending on the nature of the advice
sought.
